Maryland Scholastic Hockey League Rules  (Note: there is an important change in the new MSHL rules. It concerns the 10-goal "mercy" rule. Here is an excerpt of the MSHL rule book: "In all regular season games between MSHL teams (whether League or Non League), a ten goal rule is in effect. Thus, League Varsity, Provisional Varsity, Girls Varsity, JV, and JV Developmental games are complete upon the first occurrence of a 10 goal differential in the score: that is, the score and all statistics are final and the game ends. Play between the teams may not continue under any circumstances. The home team may use the remaining ice or yield it to the visiting team. The officials will remain on the ice until one team has left the ice."

* When officiating a Junior game, please remember to pay attention to the following:

1) Please check the number of players active for the game vs. the number of players on the bench. This should be done before start of the 3rd Period.

2) Uniform violations. According to Junior Rules the players must have matching uniforms to include the following: Jerseys, Shells, Helmets and Socks. NO mixing and matching of anything especially Socks.

SOME POINTS TO REMEMBER ABOUT MSHL RULES

The following MSHL rules are in effect:

  • Throwing one or more closed fist punches that make contact with an opponent warrants a Fighting Major and a Game Misconduct. The first Fighting Major in a season results in a 2-League Game suspension.

  • A penalty assessed for being the Instigator of a fight warrants a 2-League Game suspension.

  • Having 5 or more penalties assessed to a player during a game warrants a Game Misconduct and a 1-League Game suspension.

  • The 2nd Game Misconduct during a season warrants a Game Misconduct and 1-League Game suspension.

Game suspensions can add up quickly. Read on:

If a player is assessed two penalties in a game and is then assessed a Fighting Major and a Game Misconduct for throwing one closed fist punch that makes contact with an opponent and is also assessed a penalty for being the Instigator for the Fighting Major, the League Game suspensions are: 2 for the FM and GM; 2 for the Instigator penalty; 1 for the 5 penalties in a game; and 1 for the 2nd GM in a season. That is a 6-League Game suspension in one game!

POLICY FOR THE PINEY ORCHARD ADULT LEAGUE

Since the league has had problems with team rosters, illegal players, and collecting registration forms from players, the league is going to an identification sticker for each player in the league. All players must have a Piney Orchard issued team sticker on their helmets OR THEY WILL NOT BE ALLOWED TO PLAY. The stickers will be given to the team captains for only the players that have handed in their registration form and signed a waiver of liability provided by the league. All levels have team stickers on their helmets.  The sticker have the team, level, and player's number on it. Should a captain request a check and the player does not have the sticker he is to be removed from the ice.

All levels are RED LINE icing.  If it's icing call it.

If BEFORE the end of warm-up, the teams do not have enough players to play the game, and the captains agree to play with players from one team being added to the short team, they will advise the scorekeeper who will in turn inform the officials. The game will then be played. This must all take place BEFORE OR RIGHT AT THE END OF WARM-UPS.

New League policy:

Any player that has been remove from the game by the officials will go immediately to their respected locker room and change and leave the rink. No player will be allowed to stand in the area of where the players leave the ice or sit in the stands after receiving a Game Misconduct of any kind. Failure to abide by this new rule will result in a player being suspended indefinitely.

The Home Team will enter and exit the ice surface at the door near the Snack Bar area.

The Visiting Team will enter and exit the ice surface at the door near the Zamboni area.

THE CAT'S EYE DEBATE

There has been a lot of discussion lately about some goalie masks that are of the "Cat's Eye" type and yet are HECC approved, at least according to their owners (or their parents). We have set up a special page to clarify this issue. To find out if the cat's eye you see on that goalie is legal, please visit that special page. Hint: it might be very useful to print it out and to carry a copy with you in your gear bag!

Ask@shoarefs.org

SHOA has set up a special email address, ask@shoarefs.org, for your officiating questions.

If you have a rules, rules interpretation, or other officiating question, send it to ask@shoarefs.org. Your question will go to the SHOA board of directors to research and answer your question. If we have to go to USA Hockey for the answer, we will. This is for rules questions only. Questions on SHOA operations should be addressed to the appropriate board member.
