1. Create an account with USA Hockey.


2. Register and sucessfully complete an USA Hockey Officiating Seminar.


3. Successfully complete the USA Hockey background screening. All officials over the age of 18 must complete the USA Hockey background screening every two years.

1. Submit a SHOA Membership Form below. Please do not fill out a membership request until you have received your USA Hockey Referee registration number. Any incorrect numbers will cause a delay in the registration process.


2. The organization reviews the submitted information to check with USA Hockey and other governing bodies to ensure the information provided and information is entered into the financial management system.


3. SHOA will then admit you into membership and give you access to the members only section of our web site.


4. SHOA will establish an account for the new member in Arbiter, the web-based system used by SHOA for scheduling officials. As soon as your account is created in Arbiter, you will receive an email from Arbiter with all the instructions you need to use your account, the first time and on subsequent logins. Follow the instructions to log into Arbiter, update the personal information and phone numbers, and click on the "Ready" button.

Remember, the onus is on you as the official to complete the requirements each and every year.
